Take the citation from the article database and do a search in the Library's catalog for the periodical containing the article.
Always search for the title of the periodical containing the article, not for the title of the article itself.
With the citation

you would search the catalog using a title/journal title search for French Review. (Initial A's, An's, and The's should be dropped when searching for titles/journal titles in the catalog. You also do not need to capitalize any words within the title.)
With the citation

you would search the catalog using a title/journal title search for IEEE Transactions on Professional Communication.
When you search the catalog for the title of your journal, you will find one of three things
the Library does not and has never owned your journal
the Library subscribes to your journal but does not have the volume/year which you need
the Library subscribes to your journal and has the volume/year which you need
